Public Policy Committee Charter

Purpose

The purpose of the Public Policy Committee is to assist the Board and FTF staff in regard to public policy matters. Federal, state, and local policymakers propose or consider numerous measures each year that could have an impact on early childhood development and health programs and services. In addition, FTF regional councils or staff, in the course of their programmatic and system building work, may identify public policy opportunities or challenges. The Committee advises FTF staff so that FTF may provide timely feedback on potential and pending legislation, as well as participate in and/or direct efforts to ensure the effective development and implementation of early childhood public policy.

Membership

The Committee shall consist of at least three members, including the Board Chairperson as an ex officio member. The Board Chairperson shall appoint the other members of the Committee and shall appoint the Chairperson of the Committee. One seat on the Committee may be filled by a former voting Board member with expertise or interest in public policy. All other seats must be filled by current voting Board members.

Meetings

The Committee shall meet as often as needed to fulfill its responsibilities as charged.

Key Responsibilities

The Committee may:

  1. Advise the Chief Executive Officer and FTF public affairs staff, as requested, on commenting on potential legislation that is not yet officially pending or proposed.
  2. Advise the Chief Executive Officer and FTF public affairs staff, as requested, on commenting on pending or proposed legislation when legislative time constraints make it impracticable or infeasible to obtain advice from the Board.
  3. Provide recommendations to the Board on public policy issues, including whether to support, oppose, or otherwise direct staff on legislative matters.
  4. Provide oversight of and advise the Chief Executive Officer and FTF staff, as needed and appropriate, on public policy matters involving the Board or regional councils.
