The goal of this strategy is to provide access to high-quality, culturally responsive early care and education and cultivate well-prepared, highly skilled and appropriately compensated professionals. It also aims to provide consultation and training to child care providers about how to best meet the needs of children with special needs in their early care and education settings.

The local inclusion grantee provides two levels of programming. The first level provides professional development and on-site support following the FTF standards of practice. The second level features technical assistance. This level allows for schools and homes to call the grantee with questions and receive a lighter version of the onsite support. The technical assistance level brings awareness to the community of the grantee’s full program and supports future enrollment. It also allows for child care centers and home-based child care programs that have completed the full program to continue to receive technical assistance when needed by phone.
